How many officials does it take to turn off a light?

Just after Christmas, we commented on some dying fluorescent lamps that were still glowing – and consuming electricity – in council-owned Ashwood House.  They’d been like that ‘for ever’.  One of our readers added a comment that they’d just contacted their councillor about the situation.  The result, a month or more later?  Nothing has changed.  At least, nothing had changed when we looked last week. SURELY it can’t be that difficult to switch something off?  Has our local bureaucracy got so bad that it can’t even manage that?
