More cycle stands – for fewer cyclists

The last official figures that we’ve seen indicate that cycling in Surrey Heath is declining.  So, will the new cycle stands in Camberley (thanks, Mike, for one of the photos here) reverse the trend?  Would it also help if there were visible cycle stands in front of the council offices (no, SHBC, inviting cyclists to lean their cycles against the building doesn’t count!) and the council’s theatre?
